Ross Baird

Chief Executive Officer

Ross is the Founder and Chief Executive Officer of Blueprint Local, setting the firm’s strategic direction. He leads deal sourcing, investment strategy, and partnership & deals structuring, and he directs capital raising, fund formation, and firm governance. He serves on the firm’s Investment Committee and has led the investment and management of approximately $250M in equity capital, representing over $2.5B in total projected capitalization at full build out, in real estate projects across the Southeast, Texas, and Mid-Atlantic.

Prior to Blueprint Local, Ross co-founded Village Capital, a seed-stage venture firm with investments in over 100 portfolio companies, focused on emerging markets. Ross was involved in the creation of the initial Opportunity Zone legislation and has since advised Congress on subsequent legislation to secure the program’s permanence.

Ross holds a BA from the University of Virginia and Masters from the University of Oxford (Marshall Scholar and Truman Scholar) and is the author of the book The Innovation Blind Spot.

Kevin Virgin

Director of Investments

Kevin is the Director of Investments at Blueprint Local, leading new deal sourcing, investments, and partnership & deal structuring; and directs asset management across the firm’s portfolio. He serves on the firm’s Investment Committee and has helped lead and manage the majority of the firm’s investments and projects since joining, representing over $1.5B in total projected capitalization at full build-out.

Prior to Blueprint Local, Kevin held investment and asset management roles at Cousins Properties, a Sun Belt-focused institutional REIT. He was involved in the firm's $7.8B merger with TIER REIT, executing over a dozen independent transactions totaling approximately $3B across office, mixed-use, and land, helped asset manage a 20 million square foot office portfolio across major markets including Atlanta, Austin, Charlotte, Dallas, Houston, Nashville, and Tampa. He began his career at Textron, a multi-billion dollar, multi-industry holding company.

Kevin holds a BS from Miami University located in Oxford, OH and is an active member of NAIOP and Urban Land Institute.

Halle Raisigel

Director of Operations

Halle is the Director of Operations at Blueprint Local, leading the firm’s daily business operations, managing fund administration, investor onboarding, LP relations, tax and audit coordination, and impact reporting.

Prior to Blueprint Local, Halle served as Vice President of Finance, Operations & Corporate Affairs at Serpin Pharma, a private clinical-stage pharmaceutical research company. She brings deep experience in financial management, corporate governance, and operational strategy, and has a track record of driving efficiency and strategic growth in both startups and established businesses. Her expertise includes optimizing processes, large-scale budget management, and regulatory compliance.

Halle holds a BA from Western Michigan University and is a U.S. Army veteran, having served as a Military Intelligence Officer.

Ahmad Jingo

Investment Associate

Jingo is an Associate at Blueprint Local, where he supports investment and asset management execution across the firm’s portfolio. He is responsible for deal, market, and partner sourcing, underwriting, due diligence, and closing execution, as well as portfolio management.

Prior to Blueprint Local, Jingo held real estate investment roles at Valhalla Investment Group, where he focused on underwriting multifamily acquisitions, and at JLL on the Healthcare & Life Sciences team.

Jingo holds a BA from the University of Houston and an MBA from Rice University with a concentration in real estate.

Justin Ferira

Non-Managing Member

Justin is a non-managing member and committed co-owner of Blueprint Local. He provides strategic and institutional perspective in a non-managerial, non-operational advisory capacity.

Justin previously served as Chief Investment Officer of Blueprint Local. Over his real estate career, he has helped lead over 80 development or value-add transactions with capitalization exceeding $5 billion.

Prior to Blueprint Local, Justin founded The Seine Group, a real estate investment and development firm, served as an investment professional at The Baupost Group focused on real estate private equity, and began his career at McKinsey.

Justin holds a BA from the University of Virginia, MBA from Harvard Business School, and MPA from Harvard Kennedy School.

Lindsay Edwards

Investment Advisor, OPAL Fund

Lindsay is an Investment Advisor for the OPAL Fund, a venture between Blueprint Local and Opportunity Alabama.

Lindsay is also the Chief Investment Officer for Opportunity Alabama (OPAL). He provides diligence and underwriting services for OPAL and its investor network on potential impact-oriented investment opportunities across the state of Alabama. Lindsay has over two decades of professional experience – in investment banking (Goldman Sachs in New York), private banking (JP Morgan in Atlanta), private equity investing (Chesapeake Capital), and entrepreneurship (at a medical accounts receivable financing firm). 

Lindsay is a dual-degree graduate of both Morehouse College and Columbia University, and received his MBA from The Goizueta Business School at Emory University.
